S — the city does not exist without these
Roads. Attachment layer. Even a cozy builder needs a path for people and utilities. Leave a back corridor.
Electricity. Named in the opening triad. Lights, shops, and whatever production looks like will drink it.
Water. Named in the same breath. Silent. Easy to skip. Do not.
Food. Shops plus production. Wheat is on the list, so food is a system, not a prop.
A — unlock then place immediately
Hospitals. Happiness and health. “In one piece” is a joke with a building behind it.
Police. Named by Liljedahl on the IGN stage next to electricity, sewage, water, and healthcare. Treat it as A-tier coverage once it unlocks, not as a leftover maybe.
Garbage collection. Cities make trash. Brick cities too. Retrofitting a dump through a finished downtown is pain.
Sewage. Same as garbage, less photogenic, equally required for the “everything clicks” line.
B — production and identity systems
Wheat / farming. Required for the donut gag, optional as a whole-city identity. Stronger if you picked a farm town.
Jobs as a service. Not a building name yet. Still a coverage problem: homes without work stall the happiness loop on citizen happiness.
C — unknown until a diary
Education, fire, transit, airports. Classic Skylines icons. Police left this row on 29 August. The rest are still not in the FAQ. Do not reserve half the map for a school district Iceflake has not shown. One spare plot is enough.
Traffic management. Unmentioned. Roundabout religion can wait.
Placement rule that survives patches
One neighborhood, one complete S-tier set, pad space for A-tier. Duplicate the set when you grow instead of stretching one plant across a metropolis. Rating unlocks more services; it does not magically extend pipes.
If two A-tier buildings unlock at once and you can only afford one plot, pick hospital over a second bakery. Health is named as a keep-everyone-together system. Pastry is a vibe. Vibe still matters — just not before water.
Use the city planner to tick these as you go. Use buildings when the service is also a prefab you have to choose a skin for. And when a YouTuber ranks “nuclear S-tier” before a build exists, close the tab. We do not have generation types. We have a triad and a click stack. That is the whole ranking.
Write the S-tier triad on a sticky note if you have to: road, power, food, water. Then A-tier: hospital, police, garbage, sewage. Then production if your city type wants wheat. That note will outlive any fake nuclear ranking posted before a build exists. Recheck this page when Iceflake shows radii; the order should still hold even if the art of the plants changes.
